Position Description


Position Overview

The Specifications Coordinator will spearhead a transformative program aimed at reimagining the County's standard specifications, regulations, and design manuals to align with the latest industry practices. This role demands a visionary leader who will champion this initiative both within Harris County and to external stakeholders, ensuring the project’s successful completion.

 

Upon completing the reimagination process, the Specifications Coordinator will continue to play a crucial role by leading an ongoing review and revision cycle. This continuous improvement process will ensure that Harris County's standards and specifications remain at the forefront, consistently matching or exceeding those of peer organizations.

 

Job Duties and responsibilities

 

  • Take ownership and champion the reimagining of Harris County's construction specifications, design manuals, and
  • other relevant standards. Act as the "face" of the program to Harris County staff and external stakeholders.
  • Act as the internal Subject Matter Expert {SME) for the development and application of design and construction
  • specifications, providing guidance in the resolution of design and construction issues as they arise.
  • Lead, in conjunction with other technical staff, the development of Special Specifications and revisions to standards as
  • required in response to lessons learned in Harris County projects and changes industry standards and practices.
  • Undertake research into the potential application of cutting-edge construction practices and materials that improves.
  • the functionality and/or serviceability of roadway and drainage infrastructure.
  • Brief Harris County Engineering Department {HCED) and Precinct senior management on the progress of the standard
  • and specifications reimagining program, and as needed for other items of interest.
  • Prepare and present information sessions to HCED and Precinct staff to bring awareness of changes to standard.
  • specifications, design standards and other relevant documentation.

Requirements


REQUIREMENTS

Education:

  • Bachelor's Degree in Engineering, Engineering Technology, Civil Engineering, Construction Management, or equivalent related field needed to meet Licensing requirements of this position.

Experience:

  • Five (5) years of experience in the development and application of design and construction standards and specifications.
  • Two (2) or more years of experience in the preparation of Plan, Estimate and Specification (PS&E) packages for roadway and/or drainage construction projects.

 

Licensure:

  • Valid Texas Driver's License upon hire, a good driving record
  • PE License in the State of Texas or, will be able to obtain PE license in 6 months.

 

Knowledge, Skills, and Abilities (KSAs):

 

  • Exceptional personal organizational skills, ability to identify and prioritize assigned tasks independently with minimal oversight.
  • Excellent written and oral communication skills, including the ability to undertake public speaking roles with ease.
  • Exceptional interpersonal and conflict resolution skills, and the ability to deal tactfully with a diverse group of people in a professional manner in a complex organization.
  • Ability to exercise flexibility in accommodating shifting priorities, demands, and schedules.
  • Proficiency in all Microsoft Office suite of applications
  • Ability to drive a county vehicle to various job sites as needed to accomplish tasks and projects.

Preferences


Education:

  • Master's Degree in Civil Engineering, or related field.

 

Experience:

  • Three (3) years of experience in researching and evaluating products/services and preparing reports.
  • Two (2) or more years of experience in construction inspection and/or management on heavy civil, roadway, drainage, land development or other related projects.
  • Supervising small (i.e., three (3) people or fewer) technical teams, providing mentorship and guidance in the
  • development of their skill sets.
  • Exposure to government purchasing procedures and requirements.

 

Knowledge, Skill & Abilities (KSAs):

  • Knowledge in using e-Builder, Microsoft office and other similar software packages.

 


General Information


Position Type, and Typical Hours of Work:

 

  • Full-Time | Regular | 40 hours per week
  • Hybrid schedule: Three days in the office and two days working from home.

 

  • Subject to early mornings, late evenings, weekends, and holidays at times, depending upon the project or workload.

 

Salary:

  • Commensurate with experience, based on 26 pay periods.

 

Physical Demands and Environmental Exposure:

 

  • Most assignments will be performed in an office, meeting, or operations command center environment, but some field work may be required. May be required to work extended work hours during activation of disaster recovery operations for an unspecified length of time (varies based on the extent of the event).

 

  • This position requires bending, stooping, and lifting to 25 lbs., frequent walking, standing, sitting, reaching, and ascending/descending stairs.
