Description

POSITION SUMMARY:

The Partner Services department maintains relationships with over 600 hunger relief organizations that distribute food and non-food resources. The Compliance Auditor I works with the Compliance Auditor II and Network Compliance Officer to carry out policies and practices that will reduce HFB’s risk of non-compliance with its regulatory agencies including but not limited to the Texas Department of Agriculture, Feeding America, city and county Health & Human Services, and others. This role is responsible for traveling to Partner sites within the Houston Food Bank’s 18-county service area to conduct audits.

ESSENTIAL JOB FUNCTIONS:

  1. Maintains and demonstrates a working knowledge of compliance guidelines of relative regulatory entities.
  2. Remains up to date with the Texas Department of Agriculture’s TEFAP (The Emergency Food Assistance Program) and CSFP (Commodity Supplemental Food Program) Handbook. 
  3. Remains up to date with Feeding America contracting entity guidelines via the Hungernet site. 
  4. Remains up to date with city/county Health and Human Services Department criteria for food safety. 
  5. Conducts monitoring and auditing of partner organizations, including affiliates to meet compliance guidelines and identify active or potential risk areas, administer corrective action (i.e. place partner on hold, remove USDA food product, recommend training, recommend termination).
  6. Serves as a resource for compliance-related inquiries from the network and throughout HFB.
  7. Ensures all network partners are operating in accordance with the criteria of HFB and other regulatory entities.
  8. In partnership with the rest of the Partner Services team, creates and facilitates effective training and education for partner organizations. 
  9. Assists with partner investigations and work with an external investigative firm as needed ensuring appropriate documentation and course of action. 
  10. Completes annual partner monitoring visits within twelve months.
  11. Keeps accurate records of partner monitoring visits/audits/investigations.
  12. Provides regular reports to the supervisor and other HFB leadership regarding network compliance status. 
  13. Provides regular reports and keep the supervisor informed regarding partner investigations and findings.
  14. Completes reports accurately and acquires and dispenses accurate information pertaining to compliance.


SUPERVISORY RESPONSIBILITIES:

This position has no supervisory responsibilities.


Requirements

QUALIFICATIONS:

Education/Experience:

  • Bachelor's degree from an accredited four-year college or university.
  • 2+ years of auditing, compliance, or relevant case management experience
  • Experience in non-profit preferred


Certificates, Licenses, and Registrations:

  • Must have reliable transportation, a valid driver’s license, and insurance.
  • Complete Food ServSafe Managers Certificate

  • Bi-lingual English/Spanish preferred

PHYSICAL REQUIREMENTS:

The employee will need to have the average ability to hear horns, warnings, and alerts associated with a warehouse.


WORK ENVIRONMENT:

The work environment characteristics described here are representative of those employee encounters while performing the essential functions of this job. While the job is generally performed in an enclosed office environment, the employee is occasionally exposed to wet and/or humid conditions, strong food-related smells, and outside weather conditions. The noise level in the office environment is typically quiet, but the employee will be occasionally exposed to loud noise levels (e.g., horns, fans).


TRAVEL REQUIRED:

Travel is required for this position (up to 80% of the time and on a domestic basis within our 18-county service area). 


This role supports hours of operations at the Houston Food Bank facilities, as necessary, and may require flexibility (e.g., times of disaster, community events, company events).
