Position Description






Harris County Office of Management & Budget Department (OMB) seeks a public service oriented financial analyst to join the team charged with ensuring the financial stability of the county through strategic debt management, prudent investment oversight, optimizing revenue generation, and administering banking operations effectively.

 

About Harris County:

Harris County is the third-largest county in the country. Its population of more than 4.7 million rivals that of the entire state of Colorado. Harris County is governed by Harris County Commissioners Court. The Court is composed of a County Judge and four Commissioners. Commissioners Court conducts the general business of the County and oversees financial matters.

 

The Harris County Judge and Commissioners oversee a $2.2 billion budget that helps fund key county services and institutions. As the main governing body of Harris County, Commissioners Court plays a critical role that is part administrative, part legislative, and part judicial. Its many responsibilities include adopting a budget; setting tax rates; calling for bond elections; building and maintaining county infrastructure such as roads and bridges; and overseeing county courthouses, jails, libraries, parks, and the Harris County Flood Control District. Harris County currently has more than 75 departments with over 15,000 employees.

 

Office of Management and Budget:

The Office of Management and Budget serves Commissioners Court in carrying out its vision for Harris County government. Our mission is to assist the Court in safeguarding the County’s fiscal health, achieving strategic objectives, promoting transparent, accountable government, and serving the residents of Harris County.

 

Duties and Responsibilities:

  • Conducting financial analysis, including reconciling transactions, cost savings and recovery analysis, countywide fee schedules, cashflow and trend analysis.

  • Monitoring cash positions, interest rates, and account analysis and other fees to ensure financial accuracy.

  • Maintaining compliance logs for tamper checks and Payment Card Industry (PCI) standards.

  • Collaborating with internal and external teams to manage accounts payable, administer banking relationships, updating fees, and process wire transfers.

  • Electronically filing and organizing financial documents, including agenda letters and bank statements.

  • Processing agenda letters for Commissioners Court.

  • Stay abreast of legislative changes regarding statutory fees related to County revenue.

  • Review and approve a high volume of disbursement transactions in PeopleSoft efficiently and within required timeframes.

  • Serve as a backup where needed which could include investment, bank, debt, and revenue related transactions, including processing approvals, downloads, financial assessments, and electronic filing.

  • Provide administrative support, including managing trade confirmations, safekeeping receipts, statements, compiling and reviewing tax collection data.

  • Assist with ad hoc special projects and initiatives as assigned.

Requirements

Education and Experience:

  • Bachelor’s Degree from an accredited college or university in Business, Accounting, or Finance or equivalent work experience.

  • Professional work experience in accounting software, analyzing financial reports, banking processes, financial modeling, and creating reports.

Knowledge, Skills, and Abilities:

  • Strong interpersonal skills to collaborate with County personnel and external organizations.

  • Ability to prioritize tasks, work independently, and meet deadlines.

  • Proficiency in Microsoft Excel and other data systems.

  • Strong analytical and organizational skills.

  • Excellent organizational and skills; effectively prioritize and manage multiple tasks/initiatives.
