Position Description


Position Overview

 

This is Senior level GIS professional position, as the GIS Administrator in Harris County Engineering Department, you are responsible for the management and maintenance of the Geographic Information System (GIS) infrastructure within the Harris County Engineering Department (HCED). This role involves ensuring the efficient operation of GIS software, hardware, and data resources while providing technical support and leadership for GIS projects.

 

Job Duties/Responsibilities

 

  • Assist in managing the team, including developing GIS strategy, assigning tasks, and monitoring performance through KPIs, offering guidance.
  • Administer and maintain the GIS platform, implementing best practices for Geodatabase, ArcGIS Server, ArcGIS Enterprise, and ArcGIS Online.
  • Collaborate with diverse teams to integrate GIS with systems such as transportation planning, permitting, disaster recovery, facility management, real estate, and asset administration.
  • Participate in the software selection and implementation process, encompassing software evaluation, requirements gathering, workflow analysis, system implementation, testing, and training.
  • Assist in preparing requests for proposals, bids, contracts, and service agreements; assess hardware and software options.
  • Coordinate GIS partnerships with interlocal agencies and facilitate data-sharing initiatives.
  • Develop and document data standards; prepare documentation for new systems and modifications in accordance with established standards and procedures.
  • Champion efficient workflows and data management techniques within the GIS team.
  • Enforce GIS data governance to ensure accuracy, consistency, and security of data.
  • Provide training and support to team members to enhance their GIS skills and knowledge.

Requirements


Education

  •  Bachelor’s degree in Geographical Information System, Computer Science, Geography, or a related field.

 

Experience

  • 5 years of expertise in GIS development and administration.
  • 2 years of experience in IT/GIS project management.
  • Skilled in ESRI GIS software, including ArcGIS Pro, ArcGIS Server, ArcGIS Portal, ArcGIS Enterprise, ArcGIS Online, SDE, Geodatabase, version editing, and Geoprocessing toolsets.
  • Advanced proficiency in GIS database design, optimization, and administration.
  • Competent in enhancing GIS workflows, integrating systems, scripting, and automation.
  • Familiarity with GIS data governance and best practices.
  • Demonstrated strong problem-solving and communication abilities.
  • Effective teamwork, collaboration, and leadership skills.

Preferences


Education

  • Masters in GIS or a closely related field.  

     

Experience

  • 7 years of advancing experience in GIS and Information System Management, with 5 years specializing in IT/GIS project management and a comprehensive understanding of software/application life cycles.
  • Possesses expertise in ESRI GIS products, database management including SQL Server/TSQL and PowerBI, and highly desirable skills in GIS programming, scripting, and automation.


General Information


Position Type, and Typical Hours of Work:

  • Full-Time | Regular | 40 hours per week
  • Hybrid schedule: Three days in the office and two days working from home.
  • Subject to early mornings, late evenings, weekends and holidays at times, depending upon the project or workload.   

Salary: 

  • Commensurate with experience, based on 26 pay periods.
 

Physical Demands and Environmental Exposure: 

  • Most assignments will be performed in an office, meeting, or operations command center environment, but some field work may be required. May be required to work extended work hours during activation of disaster recovery operations for an unspecified length of time (varies based on the extent of the event).

  • This position requires bending, stooping, and lifting up to 25 lbs., frequent walking, standing, sitting, reaching, and ascending/descending stairs.
