Position Overview:
Harris County is seeking an experienced, dynamic, and motivated Human Resources Specialist to join our team! In this position, the Human Resources Specialist will perform a variety of moderately complex and specialized administrative HR-related duties in areas including (but not limited to) HR Compliance and Employee Relations. The primary function for this role will include assisting the Harris County ADA Coordinator with administration and countywide compliance of the Harris County's Americans with Disabilities Act (ADA) Program and ensuring county wide distribution of all legally required employment posters. The successful candidate will also assist with various duties related to unemployment compensation and leave administration. The Human Resources Specialist works under general supervision and encompass regular employee transactional and administrative support work along with project work to contribute to HR strategic initiatives.

Duties & Responsibilities

  • Serves as a key contact person regarding ADA compliance and coordinate activities necessary to ensure compliance with the ADA, including handling ADA complaints and providing sign language interpreters, as needed
  • Increases understanding regarding issues affecting individuals with disabilities by delivering presentations, trainings, workshops and/or educational materials related to research and best practices. 
  • Assists with employee-related matters, including but not limited to the Family Medical Leave Act (FMLA), the Americans with Disabilities Act (ADA), employee grievances, and leave administration.
  • Ensures that County departments have all required and up-to-date employment law posters.
  • Assists with unemployment claims including scanning unemployment claims, forwarding incoming unemployment claims to appropriate departments, assisting departments with responding to claims, coordinating and attending telephone hearings, record keeping and filing appropriate forms, maintaining the electronic unemployment claims database and e-Filing.
  • Prepares relevant reports for management on an as needed basis.
  • Undertakes special individual or group projects as assigned.
  • Performs other HR related duties as needed, including particular tasks involved in responding to emergency events, including natural disasters.

Requirements

Education & Experience

  • Bachelor's Degree in Human Resources, Business Administration, or related field from an accredited university or college
  • At least one (1) year of full-time paid Human Resources experience.

OR
  • Associates Degree in Human Resources, Business Administration, or related field from an accredited university or college.
  • At least three (3) years of full-time paid Human Resources experience.

OR     

  • High School Diploma or G.E.D equivalent
  • At least five (5) years of full-time paid Human Resources experience.

Knowledge, Skills & Abilities
  • General knowledge of applicable laws and regulations regarding employment practices.
  • Understanding of ADA regulations, guidelines, and standards as applicable to a workplace setting and public entity. 
  • Strong oral and written communication skills and the ability to relate and effectively communicate with individuals of diverse disabilities and backgrounds and deliver effective presentations to large and small audiences. 
  • Ability to establish and maintain effective working relationships and foster teamwork in a diverse environment.
  • Ability to establish and maintain procedures and systems for monitoring processes and results achieved to improve and streamline operations.
  • Intermediate proficiency with Microsoft Office Suite applications (Word, Outlook, Excel, PowerPoint, and Visio) and Adobe Software.     
  • Familiarity with use of Human Resources Information Systems (HRIS).
  • Strong organizational and time management skills.
  • Strong analytical and problem-solving skills.
  • Ability to maintain confidentiality when dealing with sensitive information.
  • Ability to multi-task and prioritize workload to manage multiple tasks and meet deadlines.

General Information

Position Type and Typical Hours of Work:

  • Full-time Monday-Friday 8:00am-5:00pm

Work Environment and Physical Demands:
  • This job operates in a professional office environment. This role routinely uses standard office equipment such as computers, phones, photocopiers, filing cabinets and fax machines.
  • This is largely a sedentary role; however, some filing is required. This would require the ability to lift files up to 10 pounds, open filing cabinets and bend or stand as necessary. Travel to other Harris County departments and buildings may also be required from time to time.
