What you will do at Precinct One

Harris County Precinct One is looking for a Transportation Construction Manager!


The Transportation Construction Manager manages construction contracts and provides input on planning, project development, design, construction, and traffic operations. The position ensures compliance with applicable federal and state laws, policies, procedures, standards, and guidelines.

Essential Duties and Responsibilities

  • The role collaborates with Project Managers for resource assignments, schedules, scope, communication, quality, and/or procurement, while utilizing available resources and maintaining project objectives. Monitors assigned projects, programs, and plans. Develops and reviews engineering-related documents, correspondence, reports, and remediation plans. Reviews pavement designs and recommendations. Review and revise schematics, PS&E, project designs, shop drawings, and field changes for traffic control devices, signals, signs, markings, detours, traffic control plans, electrical distribution, and roadway lighting and traffic management systems.
  • Lead a team of inspectors: provide guidance and mentorship in construction inspection and construction oversight of Precinct 1’s transportation-related maintenance and capital improvement projects. Effectively manage transportation construction projects developing innovative solutions to construction-related issues. Evaluate project risk and develop mitigation strategies to ensure successful project delivery. Collaborate with internal and external stakeholders to gather input, address concerns, and ensure capital/resource alignment with project goals.
  • Assist with the development of performance metrics for team members and monitor/document performance based on these metrics. Evaluate transportation construction project portfolio for compliance with budget, perform budget forecasting and coordinate with other groups to ensure appropriate budget is secured.

Requirements

What you will bring to Precinct One

 

Education:

  • Bachelor’s Degree in Civil Engineering or a related field of study from an accredited college or university. 

Experience: 
  • Ten (10) years of progressive Transportation Construction Management experience
  • Five (5) years of supervisory experience in leading Transportation Construction projects
  • Proficiency in Microsoft software applications
  • Prior government, municipal/county public works experience
Licensure: 
  • Valid Texas State Driver’s License

Knowledge, Skills, and Abilities:
  • Knowledge of Infrastructure CIP, Operations and Maintenance best practices
  • Knowledge of finance, budget, and purchasing concepts in a governmental entity
  • Strong verbal and written communication skills
  • Skilled in a management style that is collaborative and is able to partner with staff Precinct-wide
  • Ability to maintain a safe work environment for employees and constituents

Work Environment and Physical Demands:
  • This position includes standard office work which may require remaining stationary and working at a computer workstation for extended periods of time. At times files or boxes must be transported weighing up to 15lbs. It also includes fieldwork which may require driving to and walking through active job sites and/or undeveloped areas containing uneven and sloped surfaces.
  • This role is a standard office role that requires remaining stationary for long periods.
  • This position may operate in an indoor professional office environment and/or outdoor environment. Exposure to various and extreme weather conditions, temperature variations, loud noises and possible dangerous chemicals could be encountered.
  • Work hours for this position are typically 8-hours, 5 days per week with occasional after-hours and/or weekend work. For emergency events, additional work hours are expected and may include up to 24-hour shifts and 7-day work weeks.

About Precinct One
There are four precincts in Harris County. The four elected commissioners, along with an elected county judge, serve as members of Harris County Commissioners Court, the administrative head of the county’s government.With approximately 1.1 million residents, Harris County Precinct One is a diverse, urban precinct that covers 363 square miles. Precinct One’s multi-racial, multi-ethnic population is roughly 39 percent African American, 37 percent Latino, 18 percent Anglo, 5 percent Asian and 1 percent other.Precinct One stretches south to Brazoria County and reaches into eastern and northern sections of Harris County.
