Summary

ASM Global, the leader in privately managed public assembly facilities has an excellent and immediate opening for a Mechanical and Plumbing Engineering Manager at NRG Park in Houston, Texas.  NRG Park is in the fast lane for opportunity and excitement.  We are a one-of-a-kind premier facility with four major venues within one giant park.  NRG Center (one million+ sq. ft. Convention Center), NRG Stadium (home of the Houston Texans and The Houston Livestock Show & Rodeo), NRG Astrodome (“The” Astrodome), and NRG Arena.    We are seeking a unique MEP Manager to join our team.   The MEP Manager, under general supervision, is responsible for all aspects of NRG Parks HVAC and plumbing systems and ensures they are maintained in good condition.  The MEP Manager also ensures the proper delivery of event-related services and performs the following duties personally or through a subordinate. Acts as liaison between the facility and clients, ensuring all clients’ requirements are met and facility rules, regulations and policies are adhered to.

Essential Duties and Responsibilities

Include the following:

  • Direct, supervise and schedule all aspects of Mechanical Maintenance and Plumbing Maintenance, ensure proper operation of all systems including, but not limited to: Air Handling Units, VAV’s, FPT’s, Domestic Water Systems, Back Flow Preventers and other plumbing equipment.

  • Develop operating procedures and maintenance programs that conform to manufacturer’s recommendations for systems and equipment, and corporate standards, which are customized to the specific needs of the facility and consistent with the goals and objectives of the client, facility and event requirements.

  • Assist in the development and implementation of both short term and long-term capital improvement programs.

  • Assist in the preparation of the annual operating budget; recommend an annual capital budget for long-range repairs and improvements to the facility.  Recommend and/or authorize the requisition of equipment and supplies within budget guidelines.

  • Be knowledgeable of and implement operating and maintenance policies and procedures consistent with all applicable laws, codes, ordinances, policies, procedures, risk management, safety precautions, rules/regulations and emergency procedures.

  • Investigate, analyze and resolve operational problems and complaints.  Conduct periodic staff meetings to discuss procedures, problems and policy changes.

  • Assist in the preparation and negotiation of Service Agreements.  Review contracts for compliance with event and/or government specifications and suitability for occupancy.

  • Act as liaison with, tenants, facility contractors and/or service providers as needed.

  • Plan, budget and schedule facility’s modifications including cost estimates, bid proposals, layouts and contracts for construction and conversions.

  • Inspect and monitor systems and equipment, new construction projects, and/or the installation of equipment to ensure conformance to established plans and specifications.

  • Inspect operating function to evaluate efficiency methods, and investigate, analyze and resolve operational and maintenance problems.  Develop, implement, monitor and maintain the preventative maintenance program.

  • Ensure facility’s fire and emergency safety systems are in operating order and compliant with all codes, ordinances and laws.

  • Act as liaison to public utility, environmental and energy agencies.  Manage and maintain the energy management program. 

  • Develop and implement energy saving programs and procedures.

  • Provide clear, concise, and timely communication of directives to other departments.

  • Maintain an annual inventory of all HVAC, Plumbing equipment and supplies.

  • May perform other duties as assigned.

Supervisory Responsibilities    

  • Carries out supervisory responsibilities in accordance with all policies and applicable laws.

  • Responsibilities include interviewing, hiring, and training employees; planning, assigning, and directing work; appraising performance; rewarding and disciplining employees; addressing complaints and resolving problems.

  • Manage Engineering employees in various functions. 

       

Qualifications

  • Possess knowledge of the principles of facility management, building operations, maintenance, practices and safety requirements.

  • Demonstrate knowledge, extensive background and experience in facility maintenance and Engineering procedures and technical requirements of large facilities with similar systems and equipment.  Must possess a thorough understanding of the methods, techniques and procedures necessary to repair and maintain central plant systems.

  • Possess a thorough understanding and experience in the development, implementation and use of preventative maintenance software.

  • Possess skill and experience in purchasing procedures and supervising/training personnel.

  • Engage in much decision-making that is generally governed by procedure and guided by policy.

  • Maintain an effective working relationship with clients, tenants, employees, exhibitors, patrons and others encountered in the course of employment.

  • Read and comprehend blueprints, drawings, electric motor schematics and other related materials.

  • Follow oral and written instructions and communicate effectively with others in both oral and written form.

  • Knowledge and experience in bidding and negotiating agreements and contracts for maintenance services, utility services and equipment purchases.

  • Respond to common inquiries or complaints from customers, regulatory agencies, or members of the business community.

  • Define problems, collect data, establish facts, and draw valid conclusions.

  • Work in a fast-paced environment.

Education and/or Experience   

  • High School diploma or GED required.

  • 8 to 10 years Full-Time related experience in a large facility and/or a public assembly industry (Stadiums, Arenas, and/or Convention Centers) and supervisory skills; or the equivalent combination of education and experience required.

  • Technical training in HVAC, refrigeration, plumbing, electrical panels, diesel generators, etc. required.

  • Stationary Engineers License preferred.

  • EPA Certification required.

  • Maintenance Electrician License preferred.

  • SMA and/or SMT Training a plus.

  • Organize and prioritize work to meet deadlines. 

  • Work effectively under pressure and/or stringent schedule and produce accurate results.

  • Work independently, exercising judgment and initiative. 

  • Remain flexible and adjust to situations as they occur.

Computer Skills  

  • Operate standard office equipment and personal computer(s) using MS Windows, Excel, MS Word and PowerPoint.

Other Qualifications 

  • Be licensed to operate a motor vehicle in the United States.

  • Ability to work long and irregular hours that may vary due to functions and may include day, evening, weekends and holidays.
