What you will do for Harris County Precinct 4 (HCP4) 

The Human Resources & Talent (HRT) Manager is responsible for the overall management and delivery of HR services and programs, ensuring the effective implementation of policies, employee training and development, and compensation and benefits strategies.As a key member of the Talent team, this role plays a critical part in fostering employee engagement, motivation, and well-being. The HRT Manager reports to the Sr. Director of Talent.


The HRT Manager is expected to work on-site, providing direct support to Managers and front-line employees, including Operators, Groundskeepers, and Community Center staff. This position plays an essential role in creating a performance-driven culture and ensuring compliance with HR policies and best practices.


Job Duties and Responsibilities:

The duties listed below are intended only as illustrations of the various types of work that may be performed. 

Performance Management & Employee Development
  • Lead the performance management cycle, including processes, tools, and implementation.
  • Provide coaching and mentorship to managers to enhance employee performance and professional development.
  • Assess learning needs within the organization and oversee training and development programs.
  • Develop and implement strategies to drive a high-performance culture.

Compensation, Benefits & HR Administration
  • Serve as the point of contact for all employee relations matters, ensuring a positive and compliant work environment.
  • Support in the processing of biweekly payroll schedules accurately.
  • Conduct salary surveys and monitor compensation structures to ensure fairness and competitiveness.
  • Administer employee benefits programs, including leading open enrollment in partnership with benefits advisors.
  • Develop, update, and maintain HR policies and the employee handbook.
  • Maintain HR records and reports, implementing new policies to enhance operational efficiency.
  • Manage relationships with vendors and third-party service providers.
  • Ensure compliance with all federal, state, and local labor laws, including preparation and submission of required reports.
  • Oversee compliance audits and accurate filings as needed.
Culture & Employee Engagement
  • Partner with leadership and management teams to enhance employee engagement and foster a positive workplace culture.
  • Conduct engagement surveys and implement action plans based on employee feedback.
  • Dedicate face-to-face time to support front-line employees, ensuring open communication and addressing concerns.
  • Organize employee presentations, roundtables, and town halls, following up on action items to enhance workplace satisfaction.

Requirements

Education:

  • High school diploma or G.E.D. equivalent from an accredited educational institution

Experience:

  • Minimum of five (5) years of Human Resources experience

  • Broad generalist background, including experience in payroll, benefits, policies administration, coaching, performance management, and employee relations.

  • In-depth knowledge of HR best practices, employment laws, and compliance requirements.

Knowledge, Skills and Abilities:
  • Strong project and personnel management skills in a fast-paced, high-growth environment.
  • Knowledge of data visualization tools such as Tableau, Power BI, etc., as well as Enterprise Resource Planning system such as PeopleSoft (known as “STARS”).
  • Mastery of MS Office 365 (Outlook, Word, Excel, PowerPoint, TEAMS, SharePoint, etc.), and software to manage portable document format files (Adobe Acrobat).
  • Strong service-oriented mindset with a commitment to high-quality work.

Preferences

Education:

  • Bachelor’s degree in Human Resources, Business Administration, Organizational Psychology, or related field from an accredited college or university

Experience:

  • Experience implementing performance management programs in data-driven environments.

Certification:

  • Society for Human Resource Management Certified Professional (SHRM-CP) or Society for Human Resource Management Senior Certified Professional (SHRM-SCP) certification
