PRIMARY FUNCTION

The Human Resources Generalist will support an aircraft maintenance contract with NASA, ensuring compliance with four active union agreements, the Service Contract Act (SCA), and labor laws governing exempt and hourly employees. This role will provide HR support in employee relations, labor relations, compliance, recruitment, benefits administration, and HR policy implementation. The ideal candidate will have experience in union environments, government contracts, and workforce compliance requirements. A high level of attention to detail, accuracy, and organization is essential for success in this role. The role requires the ability to interact effectively with a diverse range of people and teams in a dynamic and fast-paced environment.

ESSENTIAL FUNCTIONS

Labor & Employee Relations:

  • Serve as the onsite Yulista HR point of contact for employees both union and non-union. Assisting Company HRBP with review of union agreements, ensuring compliance with contract terms and facilitating positive labor relations.
  • Work closely with union representatives, Leadership, Yulista Compliance Manager and Yulista HR to address grievances, contract interpretation, and disciplinary actions.
  • Provide support during labor negotiations, contract renewals, and collective bargaining agreement (CBA) administration.
  • Provide guidance on the Service Contract Act (SCA) and wage determinations, ensuring adherence to DOL regulations.

Compliance & HR Administration:

  • Ensure compliance with federal, state, and local employment laws, including SCA, FLSA, EEO, OFCCP, and OSHA.
  • Maintain HR records in compliance with NASA contract requirements, DOL regulations, and Company policies.
  • Assist with administering of policies and procedures related to performance management, attendance, and discipline.
  • Assist Human Resources with audits to ensure SCA wage compliance, benefits compliance, and labor contract adherence.

Recruitment & Onboarding:

  • Assist Yulista Talent Acquisition Department and Group HRBP throughout the recruitment process when a need is identified or there is a backfill required.
  • Conduct new hire onboarding and orientations, emphasizing CBA provisions, SCA rules, and safety compliance.
  • Partner with managers to ensure proper staffing levels and workforce planning.

Compensation & Benefits:

  • Assist Group HRBP to ensure compliance with prevailing wage determinations and health & welfare benefits for SCA employees.
  • Work with Group HRBP and Benefits Department when employees have needs related to benefits enrollment, retirement plans, and leave administration (FMLA, disability, etc.).
  • Support payroll processing by ensuring accurate wage calculations.

Training & Development:

  • Working with Group HRBP, conduct HR-related training on CBA guidelines, workplace policies, ethics, and compliance.
  • Support career development programs and retention strategies.

Turnover Analysis & Reporting:

  • Calculate and analyze employee turnover regularly, identifying trends and potential causes of turnover.
  • Work with management to develop retention strategies and address any issues contributing to high turnover.
  • Generate reports and present turnover metrics to leadership, ensuring data is used to inform HR decisions.

SUPERVISORY RESPONSIBILITIES

This job has no supervisory responsibilities.

KNOWLEDGE, SKILLS, & ABILITIES:

  • Experience with Workday for HR management and employee data.

  • Familiarity with Costpoint for labor tracking, reporting, and compliance.

  • Experience using SharePoint for document management and HR collaboration.

  • Preferred experience with Microsoft Azure for HR-related data management, security, or integration with HRIS systems.

Required Qualifications

Education:

Bachelor’s degree in human resources, Business Administration, or a related field (or equivalent experience).

Experience:

4 years of HR experience, preferably in unionized environments and government contracting.

Knowledge of Service Contract Act (SCA), collective bargaining, and labor relations.

Experience supporting aircraft maintenance, aerospace, or federal contracts is a plus.

Skills:

Strong understanding of DOL regulations, labor laws, and HR compliance.

Highly detail-oriented and organized, with strong ability to manage documentation and compliance records.

Ability to manage multiple priorities in a highly regulated environment.

Ability to interact effectively with a wide range of diversified people in a dynamic environment.

Excellent interpersonal, negotiation, and problem-solving skills.

Proficiency in Microsoft Office (Word, Excel, PowerPoint, Outlook).

Working Environment

This is an on-site, full-time position.

May require occasional travel to NASA sites, training or labor negotiations.
